Refreshment rates in 3.1 ?

How (or with what utility) can I change the refreshment rate on my Windows 3.1 ? Just put on a neat background, but the stupid refreshment rates are just too low !

What about using the utilities that came with your video card? I seem to recall I had several video cards from those days (Cirrus Logic and S3) and they had a decent utility software package that let you change a bunch of things....Cann't recall if the refresh rate was one of the things but you would think so.

No, I have my Cirrus utility and driver installed, let's me change the font size, the resolution, the number of colors, my OS (if it's dos or os/2), but not the refreshment rates ! Any other utility ?
