Too high of an AGP bus speed caused by a too high CPU OC will cause this. So will too high of a memory oc, overheating GPU, overheating video card memory, bad drivers, bad video memory, resident virus in video memory (not common, but pray to god it isnt that because its now a paperweight) and even interference in your monitor cable can cause artifacts.
Do you get these in every graphic, or just certain graphics? What card and drivers do you have? What is your FSB? What is your PCI and AGP bus speeds?
What concerns me is that it is just happening on the picture on the page, and not your whole display. That is odd. If it was actual video card artification it would happen on the whole display regardless of where you are on your computer, even your desktop will contain artifacts. Is this what you get or are you only getting them on pictures from the web? This may be packet loss and not artifacts.

ok i have a radeon w/ the latest beta drivers. crucial ram at 133fsb. duron600@800. this only happens w/ graphics, all kinds, bitmap, jpeg, etc.i haven't noticed this w/ any games. monitor connestion is good. the gpu and cpu are both cool.
I get the same thing, but only on some pages w/ a repeating background (like www.overclockers.com), but only sometimes. Its more of a nusance than anything else, and it happens some time, overclocked or not.
