As for the CPU you can do a pin mod on it very easly to change the voltage.
What CPU and whats the stock voltage?

AS for the RAM mod, OCZ makes a DDR boster that can do what you want IF you cant find a guide online

Gonna need a helluva bigger and more specific picture than that.

1.85V is defined for AthlonXPs, so you can drop wires in the socket and up the voltage.
