how do you change the task bar icons, so that you can choose which ones you want to automatically start, when you log on and vis-versa?

my friend did it, and I forgot and now I want the Logitech icon for my mx518 to pop up, so that way when I use firefox I can scroll down and up with the left buttons and copy and paste, without having to run the program.
 
Drag & Drop works fine for the task bar. If you mean tray icons (left of the clock) then it's a litte different. These are most often installed with an app.

You can edit the registry so that a program automatically loads at startup.

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

Add a new String Value that points to the path & .exe you want to run.

HKLM is short for HKEY_LOCAL_MACHINE branch of the registry tree :)
