yea i got a 700mhz celeron and i was wondering if lowering the cpu deaful voltage will decrese the speed. say a 700mhz at 1.70vlots and a 700mhzat 1.45volts (thats how much mine is at right now)will the volts decrease the speed?

Nothing noticeable, if at all.

You could experience instability problems running at that low a voltage when using CPU intensive programs or games, however.

Probably won't be doing much, if any, overclocking at that voltage either. Definately will help with temps and CPU life though.

Jon is exactly correct. That is pretty low for your chip however.
If you have any instability, just turn it up a little at a time.
(or go back to default voltage...)

The flipside of this same story is why I always recommend
that cranking up your voltage should only be used as a
last resort. At least for the Intel EB chips usually the mb,
memory or some other component will balk at the FSB way
before the CPU wants more volts....

My next chip will be a 100fsb default just so I can have
fun trying to see how fast it will go on a system I know will
do 140 or 150fsb. I may have to play with the voltage
with that experiment, but I will also be putting some
overkill cooling on it.
