My board doesn't have the ability to change the multiplier so can I change the multiplier on the processor? A lot of people said I can but don't know how?

Actually it can be done here (http://www.ocinside.de/index_e.html?/html/workshop/socketa/socketa_resistors.html.) is a link that will show you what bridges need to be connected or disconnected to achieve the multiplier you are setting.

Be warned this might involve cutting bridges depending on the multiplier you are trying to achieve. I personally wouldn't cut bridges but that's just me.
