Probably won't get all those options but X-Teq has a terrific freeware tweak program that has all kinds of plug-ins as well.

Poledit from M$ can change many of those features!
You can put IE icon on screen and nothing else can be used except IE, for a certain user!
PolEdit-Policies editor.
Still, i dont think it has all of the options you want.
I usually use Tweakall to change and tweak my rig!
