is it necessary to have a fan for my ram if i am going to run at 3.6 v?
 
Yep you will need a fan over those sticks for sure at those volts. I think the OCZ warranty covers them up to 3.5volts without active cooling, however it is just a good idea to put at least a 80mm fan over them.

When using 3.6v its a good idea to put a fan over OCZ VX, over Samsung xxx, over Hynix x-xx, over Infineon x-x, over Winbond xx-x, over Mosel, over Elpida. Picking up on a trend here?

Any time you start adding voltages over specs to any component, whether it be ram, processors or video cards, additional cooling needs to come into the mix. Period.

Heat is one of the primary reasons for equipment failure or reduction in life.

I always run a fan on my ram if it's over 3v. My feeling is even if the ram doesn't need additional cooling, it certainly won't hurt.
