...still my old same problem. there r several websites i cannot open (globo.com - nameplanet.com - safeweb.com etc) since i signed up with my adsl service. tried almost everything already: changed network adapter and the drivers for mine, BIOS settings for PCI, all imaginable IE versions; have formatted the system; called the technicians from both my ISP and "content provider" (i dont know how to call this in eng) to analyze phone line and everything etc. the fact is: when i tried my connection on the technician's notebook all that websites opened normally so something must be wrong in my machine - what could be that?
all the software im using now was also used before the ADSL and was fine - for W98SE the only thing never tried before is all the network part it installs when a network adapter is also installed. i have a CD from my ISP which installs and configure everything needed to run properly such as network properties and PPPoE adapter and protocols etc.
one thing to note: i cant update on windowsupdate; get always an error when downloading the security packages.
please, i have no more clues at all, so everyone i have talked to. anything is really most welcome.
sorry for this to take so long and thanks for the attention.

Try:
-updating your NIC drivers to the newest from the manufacturer's website.
-can you ping the websites? if not, try tracing the route to see where it goes bad, or if it just can't do a DNS lookup for those sites.
-borrowing a friend's NIC to check if your NIC's bad
-try killing all non-essential protocols, clients, and adapters, you only need:
Client f/ MS Netwrkn
Your NIC Adapter
Your xDSL Adapter
TCP/IP -> Your xDSL Adapter
TCP/IP -> Your NIC Adapter
-try killing all of your protocols, clients, and adapters, uninstall your DSL pppoe software, then reboot, let windows find your NIC again, try to give it the newest drivers(it may just install itself w/o your help) then reinstall your DSL software.

That's all that I can think of right now... for the "no windows updates" problem, try using another web browser, maybe IE has just gone bad in some weird way, try Opera, or Netscape.

From the details you have given me, I believe the problem is in your NIC drivers, make sure you have the newest ones, that are appropriate for your operating system. Get them from the manufacturer.

thanks su root.

i cant ping those sites, how do i proceed to trace the route and to check if it cant do their DNS lookup?

perhaps all other things wont help me with this because all the protocols, clients (all network properties and devices) r installed and properly configured by my ISP's CD. i checked all them and the only thing i found it could be removed was something like this in english: "microsoft products logon".
i got already another nic and updated the drivers for mine and as i said the system was also already reformatted.

Ok, first of all, I should have tried pinging them before I asked you to, none of them replied to my pings.

C:\>ping www.globo.com

Pinging www.globo.com [ 200.208.9.77 ] with 32 bytes of data:

Request timed out.

Packets: Sent = 4, Received = 0, Lost = 4 (100% loss),
Approximate round trip times in milli-seconds:
Minimum = 0ms, Maximum = 0ms, Average = 0ms

The only thing that could go wrong here is that it might not have been able to look up the DNS (which is bolded above) If you don't get that, then it's a DNS problem.

Tracing the route gave me these results:

For me, at hop 21 I'm just entering their network, and hitting their firewall where the pings and route tracing is filtered out, so www.globo.com is probably hop 22.

If your computer can trace to globo-com-F1-4-dist04.rjo.embratel.net.br [200.244.173.142] then you should be ok, and it's something in your browser that isn't working.

As i said my connection was tested in the technician notebook so i thought it woulndt be a route problem. im going to move to W2K professional soon but will test with other W98 and ISP CDs to be just sure about my software.
thanks again.

Your system doesn't have a problem routing the packets then... I would suggest trying another browser, I would say that your IE settings are messed up, try:
Opera http://www.opera.com
or
Netscape http://www.netscape.com

they both use their own settings.
