Eh? Looks kinda like fins on a heatsink I guess. 7% eh? Bet it'd be 15% or more if they'd use decent thermal paste like AS5 or Ceramique.
 
From their PR release it doesn't sound like they'll be charging any premium over the old design.

BTW the new DDR2 heat shield is available now and the DDR heat shield is expected to ship in the Q3 2005.

The reason heat spreaders don't help much is that they don't have enough surface area. Double the surface area, and theoretically you double the amount of heat dissapated at any given temperature and air flow. Four times the surface area ought to cut the temperature difference between the spreader and incoming air in half. Of course, there are a lot of variables and it's not anywhere near that simple, but those fins should definitely help.
 
This isn't a hard concept, as stated above, they are just increasing surface area. This would theoretically work on any heatsink application.
