I recently put together the rig in my sig and haven't tweaked or messed with it much. I recently switched ISPs and this new one is very flaky. various things happen, like pings in my games are all over the place (1 sec its 330, next its 1800, then back to 500). I had better service with my old isp but i would get randomly dropped from the internet with them too. I believe it was something with my computer settings and I still do.

does anyone know of any settings in bios or windows I could work with to mess with this? I've tried turning off PNP OS and ACPI in bios. My modem does share an irq with other devices.

I ran the performance tuneup wizard in Sandra2001 and here is one of the warnings I thought might be something:

Warning W1206: Bridgecom Inc Fast thernet Adapter : PCI latency too high. Device could hog the bus for too long.

I attached a pic of my IRQs, anyone have any ideas what this could be?

My NIC has a high latency setting, but it hasn't been affecting anything as adversely as you have stated.

PCI slots 1 & 3 share resources, so do slots 2 & 4. I would suggest moving the NIC or the modem to another slot, ie: don't put the modem in slot 2 and the nic in slot 4.

If that doesn't work, pull the NIC and see what kind of speeds you get, then you'll know if it's your NIC.
