if the radiator is mounted with the inlet and outlet downward, can the water still flow into the fins well enough?

as long as your pump has good flow and pressure it wouldnt really matter.

i assume from your description you are mounting yours at the top of the case with the fans on its sucking air through the top of the case or blowing air out the top of the case.
