at the starting screen press the ~ button
(below the escape key)
type "timedemo 1"
run demo 1
then when its done press ~ again

this is the commonest test for Quake 3 FPS

You can also use cg_drawFPS "1" in the q3config file. That gives you the on screen fps when playing.
