well, I can't see from there your spec's so I can't really say.
P4's do throttle themselves (slow down) if the temps are too high, to save itself from frying.
Post your complete system specs and you'll get a better answer. Include everything, including type of cooling, fans, case, everything.

stock case ( does have a big thing on the HSF to guide air out)
its stuffed
512mb dual channel (2x256) ddr400 pc3200 ram
club3d ati radeon x700 pro 128mb
creative sb audigy 2 zs
200gb seagate barracuda sata 7200rpms
coolermaster psu 450w (realpower)

the 5xx will throttle for sure if they get too hot.
what motherboard? and what are the temperature readings?
download throttlewatch, run something intensive like CPU Burn-In or Prime95 Small FFT and see if it does throttle.

mobo, msi ms-7046
dile temps 54c load, 60,61, full 65+ ( even reached 70 1 time), and it doesnt seem to be throttling
maybe you could help me out with the second problem (link)
edit: cpu burn in 1 min , 3.6ghz at 66c, 3.2 at 64c, 2.8 at 62c ( btw wasnt full load cause of the HT, load was 61%)
edit, could it be that my pc3200 ram is holding me back? ( stock fsb is 200)
and i REALLLLY wanna know y my bios shows those things as a preview but not in the actual menu, and y when my pc boots i dont c the post screen thing, but a picture of P4
There is no Motherboard on the MSI website that fits the stated model. Is it an OEM special mobo such as an an Advent T11 or 3517...?
If it is, then Advent stripped out nearly every BIOS function that you would normally expect to see on an MSI board. There should be an option called CPU-THRM Throttling. What is it set at?
Regarding your second question. If you enter the bios settings for Boot you will find a setting that allows you to disable the Boot Screen and allow the Bootstrap values to display upon boot.

n oits not advent or ne thing, its just microstar international ms-7046 ( ihave a microstar oem pc), i think its a variant of the7048, i dont have an option called cpu thrm-trottle ( i have award bios btw)
and if i disable quick boot, i still dont c nething, other then the p4 logo, or its just taking too long
If the bios has been stripped then you can be sure it is an OEM board. Even if it has been placed into a standard case. You say that many of the bios functions show disabled and this IS how OEM's deal with their OEM boards.
My opinion is that you have a stripped OEM board (due to the bios disabled functions) and you are out of luck with having to be able to access the optimizations that a standard board would allow.

well i dont know if they show disabled, cause they dont show at all :P, even some basic stuff like irq settings and stuff, dont show up, maybe i need to reflash? ( how do i disable that p4 logo)
my bios shows those things as a preview but not in the actual menu That's because it is a stripped bios. There is no record of that mainboard on the website so you will find it a hard task to get a bios for it though it is possible. The proof of no resultant motherboard on the MSI website shows that this IS in point of fact an OEM board that they are not supporting.
You may wish to contact MSI with this issue.
