Question about SP2

Is there a prog I can install on my windows 2000 Comp that will duplicate the effect of the yellow bar you have to click on Internet Explorer in WinXP? Or even a program to block automatic file downloads or spyware installs from certain evil sites? Perhaps a different browser alltogether?
