What kind of temps are you getting? I don't know much about your motherboard, but it could also be that your FSB is too high. Mine didn't go above 135 until I burned it in for a while and then backed off the timings. Now I'm running at 139*11.5.Try using 133*11, and if that works, go for either 133*11.5. That way you know whether it's your processor or your memory. If you can do 133*11.5, go back to the 11 multiplier, and work your way up with the FSB.

Those temps are very low for that HSF. I doubt that your thermal diode is accurate. I only get 1ºC less than that at load and I have an SK-6!
It could be your chip if its not temperatures though. The fact that its not a Y version means its not going to go over 1.6Ghz anyway.
On the other hand, you might just have forgotten to up your default voltage. On my system (before the PSU blew up) I have to run at 1.9v to get my system stable at 1575Mhz. I even have to jack that voltage upto 2.0v to run at 1600Mhz. But to be honest, I think that was my PSU underpowering my system causing that. Im getting an Enermax anyway, so I will see.
