How do i use it? i set it on my bios at turn on using a hot-key "ctrl-F1" I also moved the PS2-PWR jumper from 1-2 to 2-3 to turn the fucntion on. Then i turn off the computer usign the switch, and i try to turn it on by pressing CTRL-F1 it doesnt do anything.

Try something simple like the Spacebar first(that's what I use). Try putting back the jumpers where they were and try it.

Well, my mobo's would only turn on using a PS2 keyboard, not a USB one. With the computer off, the USB bus is not powered for the keys to work. That jumper (I believe) routes power to the PS2 keyboard for the input to work.
When your computer is powered down, the psu is actually still supplying some power to the mobo (otherwise wake on lan etc, and the power button wouldn't work).

As for the KVM, mine is USB so I'm afraid I can't help you much with that answer.

Why do regular PC motherboards offer this? I could see if it were some big server, or back in the day when power buttons would break, but what's it for?

Yeah, I find it easier to click the spacebar on my keyboard instead of opening my door and pressing the button.
