How do I make a boot disk in Windows 2000?

You mean boot disks. 4 of em to be exact.
Put in your 2k CD. Go to explore. Look around in there. (Sorry I can't remember exactly where they are, and I'm at work so all I have are Dell OEM 2k CD's and they don't have this utillity on them...)Look for the bootdisk directory. In there should be a makeboot.exe file. (Either that or its the makeboot directory with a bootdisk.exe file...)
This will make the 4 boot floppies required to install 2k. There is no format or fdisk utility. I can't imaging why you would want to make the floppies unless you cant boot from CDROM.
I just am looking for something like the Windows 98 boot disk for emergencies.
for emergency repair disk (ERD) , use 2K backup utility located, under system tools in the Accessories program group, or run cmd | ntbackup. Just select create an emergency repair disk, follow the prompts. You can also backup your registry from there. It is good idea to update this ERD after system changes/installs changes: easy and safe repair( in case) Hope this is what you mean?

I believe there are 4 .img files which you use RawWrite to copy to a floppy.
