Still video problems

Don't know what the problem is-DVDs won't play right, jpegs open with just a screen full of snow(got example below) tried different drivers, video cards, everything ;:can't fix the problem. Think its a driver problem or directx, but noone has given me any advice.. Please Help!!!!!I was going to paste an example but when I went to copy it onto this computer, the picture is fine!!! what gives??!?!Put the disk back in my original computer to preview it. JUST SNOW AGAIN!!!!Help-Could I have a problem with my system registry?!?!?

Well.... send a email or go to your DVD warranty center and tryget them to test your DVDs! If they said no problems, I think is either the IDE/PSU cables aren't properly plugged or maybe some conflicts are gonna on (eg driver/IRQ)
