Welcome to the forums! It's gonna be hard with that Compaq board. You might be able to set it to 100Mhz FSB (450) but you probably can't adjust any Voltages...

Unlocked multipliers?

Get out some tape if you dare to change the voltage. Warning masking tape can hold a static charge.

Oh I forgot, some p2s up to 333 have unlocked multipliers. First you have to look at your board and look for jumpers and dip switches. Hopefully there will be jumpers to go from 66-100Mhz fsb and jumpers to set the multiplier. Your current setting should be 4.5x66. If your multiplier is unlocked change to multiplier to 5, if its unlocked your cpu will read around 333 and if not your cpu is locked. Well then your options are to try to get to 100fsb, you might need to add a second 60mm fan to your heatsink or get a new cooler. Huge dual fan slot one coolers on ebay are dirt cheap. I got my current one for $3.

i found a switch that i did set from 300mhz to 333mhz
but it does not change in the tests i run.....
You might wanna consider getting a new board and something like a duron/celeron their really at cheap prices now espically the ram .. IT wouldn't be that expensive.. :)
The branded comps to oc are really hard or they cant oc at all best if you get your own comp and stuff :)

Your's seems to be unlocked. Play around with those jumpers/dips and see what you can get. Well you only got 1/9 increase, the tests should be that much better. Any luck finding a jumper to set 66-100fsb?
As far as I know, all PII 300 are unlocked, and some 333 are too.
The problem here, besides the motherboard, is that the PII 300 works on 2.8V. That's a lot of current and a lot of heat. I've played with a 300 some time ago and all I could get was something arround ~340, but very unstable. However 333 worked fine, both at 66x5 and 83x4. I guess it was a bad chip, it was never rock-stable, even at default clock.
There are only few options for you here:
333 66x5
333 83x4
300 100x3
350 100x3.5
Considering it's a Compaq board, I can bet it doesn't support 83MHz.
With luck you can get 350/100. That sould be WAY faster than you 300/66, and not "too impossible" to attain.
On the other side, if it's a LX/EX board, 100MHz is out of hand. These boards DO support 83MHz, but Compaq probably didn't implement a way to use it, nor did it with 75MHz. It IS possible to mod your board (i.e.: solder a new clock generator), but that isn't something everyone is willing to do, and risks ruining your PC.
So you are out of luck. It's a pity, but consider 333 a great archivement.

might want a new board and chip, real cheap right now, Comcrap's don't O/C verry well @ all most use intel mobo's which are notorius for bad O/C'ing
Like I said ...
The boards for Durons or Celly's are inexpensive at this time ...
You can get a Abit BE-6 2.0(Overclockers Dream Board) and a Celly 600 and some good ram for a decent price :)
I've seen Celly go as high as to 1.1ghz...
You'll be able to oc 600 Celly's by 40%...
Oh yea a good PSU too :D

Try to post an ad in the classified ads if you want a used board and cpu.
