Who makes the best ones? I was looking at dangerden's and cool-computers. I want to run a 120w peltier on my GPU so I need one that can handle that kind of heat. would it give better cooling to clamp a P3 waterblock on there?

Not sure about any of that, you really need to check sizes of that P3 waterblock you mentioned and cross-reference it with actual space you have on your graphics card, plus mounting holes.

I am going to differ from DangerDen for once when it comes to GPU water cooling. There is a guy by the name of BladeRunnerUK on Ars Technica's OpenForums. He designed an entire GeForce water cooling kit, GPU and RAM. nVIDIA bought it from him.
