Unless he guarantees it to do 2.7GHz i wouldn't trust it anymore than buying it from the shelf. Unless it goes for under retail, i wouldn't trust it personally. Seen so many people get burned on E-Bay with computer hardware. Just my .02

So you are saying that your CPU doesn't go over 2520 while on that eBay page you've shown to us you state that it goes up to 2700?

2700mhz...in what way? boot to BIOS? suicide shot at WCPUID? SuperPi 32m stable? Prime95 48-hours stable?

Too many variables to even think of when he says "2700mhz"
