You can run your case wiring, ie power switch, LED's and such, through it. Helps reduce electrical noise for any wires passing through it. I forget what exactly it's made of but someone else will be able to tell you.

It's a ferrite and it's made of iron.

its called a Ferrite Choke.

you run the wires through it then loop once or twice, kills induced interference...
