Can someone review my voltages and tell me if they are safe?

They look within spec. with the 12V rail a tad on the low side. However to get true readings use a meter.

Can you put the PC under a full load by like using prime or the like and take another shot so we can see what the voltages are then. If you don't have a meter this will give us a somewhat better idea of actual.

compare readings idle vs load, use prime95v, also what are you running on that psu?

That isn't too bad at all for being under full load considering where you started at with 11.8 and we really don't know what actual is since you don't have a meter.
