Peltier VS Radiator, which one can mak things go cooler? And which is more essential for water cooling. Where can I get them (what kind of shop)

Well, you're going to NEED a radiator for watercooling anything AMD makes nowadays. And if you have a peltier, you will also NEED a radiator. A peltier will make things colder, but you will need a good water cooling setup to take the heat from the processor and peltier. Basically, a radiator is an essential part of watercooling, a peltier is more extreme. Many people start with basic watercooling and upgrade to add a peltier later, others find that just the watercooling is enough for them.

A radiator and a peltier or a bong cooler (http://www.overclockers.com/articles389/) and a peltier. Bongs (not that type) are much more fun than boring ole' radiators. If you don't have room, though, then you might be able to make a radiator out of copper piping, pelts and a fan or something, but that's not what you were asking, was it.

An AMD cpu puts out about 80W of Heat. A pelt which makes the CPU a WHOLE lot colder chucks out about 170W of heat. You need a radiator either way although bongs are really the only thing that can effectively deal with large 156W and 172W pelts.

How can you improve the heat transfer of my aluminium water clock then?
How low can a radiator make the water to be?
Where does peltier/radiator get power from? PSU or plug?
If theres a lemon tea (hot) And the water is being cool by either one, which one will be more effiecent??

bongs are much better at cooling thin radiator sense you can even get below room temp
I radiator can only get the temp to room temp

you cant really besides using AS2......
you should use copper

For some improvement, you can try lapping the water block until you can use it as a mirror, but you really ought to have a copper block.

i do not recommend aluminium waterblocks...
