I ran cpu-z and I was wondering what everything means: What does the family mean? How about Stepping?

Multiplier is X18
FSB is 132.9MHZ
Bus speed 533MHZ, I understand that part
Now because I have an X18 Mulitiplier does it mean I can overclock alot?
Memory Questions: I read about 1:1 ratio's and I have a 5:4 ratio what does it mean?
I have a weak POS Dell mobo, that I dont doubt is half the low numbers I get when running 3DMark 03 rev 360.
My timings are 2.5-3-3-7 with a DRAM Idle timer of 16 clocks
If I were to buy better pc3200 instead of the no name pc2700 it came with would things improve?
Im dumping the Dell POS within the next week or so and buying a better mobo which I have posted elsewhere in these forums.
