The reason your CPU wont boot at a higher Vcore might be that the temperatures are to high. What temperatures are you running at?

What else do you have plugged to the PSU? A 250W might be enough if you only have a CD-R, a HD and vidcard.

I have plugged to my 250W PSU the following, and I'm not experiencing problems:

Iwill BD100+ (mobo)
PIII 850E@977
2 HD (an IBM 10 GB and a Maxtor 23 GB)
HP CD-RW
Creative DVD
3D Prophet II
Soundblaster 128
US Robotics Modem
2 Fans
56 W Peltier

.....and my lines do not show a voltage lower than 3,5 or 12. :)

Auky:

I don't think that the PSU is the problem that don't let you be stable at 1.3 GHz. Have you tried to increase the Vcore to 1.85 to let your CPU more power?

Please post your temperatures and the timings from your RAM.....I had a similar problem with last CPU. When I tried to boot at 140 MHz, the first time it went straight to Windows but later frozen. What I found was that one of my memory stick won't work at 140 MHz. When I removed it, then I could do all my benchmarks with no problems (I use Sisoft, TestCPU, 3Dmark 2000 and 2001).
