Looking for a good windows uninstaller program.

I'm about to format and re-install windows and I want the first thing I install to be software that tracks all changes so I can fully remove anything that at any point is installed on my computer. I'm hoping that by doing this I will never have to format again, because it is quite annoying having to do this every 6 months or so. Anyway, if someone could, please suggest some of the better uninstallers out there. Thanks.
