Turning on ATX PSU without plugging into the motherboard

Hey
What pins do i need to connect on the 24 pin ATX v2 plug to turn the PSU on without the motherboard... I want to run my Gigabyte watercooling kit without everything plugged in/turned on (is it safe to do so)....
Is it pins 16 and 4 or 16 and 14/15... I think it is pin 16 and 4 but i forget...
Does any 1 have a pin diagram of an 24 pin atx v2 plug???
