low memory resources

from just booted, opening Ulead Photo Explorer can cause a BSOD notifying me that system resources are dangerously low. The only non windows app running is Norton Autoprotect. I'm running Win98se on 900T-bird w/ 384Mg PC2100 DDR ram. Standard virtual memory setup. How can this be??
 
Poor memory managment by the os, memory leaks,programs hogging memory,virtual memory settings,the program itself.

I guess I asked the wrong question.

Is there something(s) I can do to resolve the problem?
 
I had the exact same problem with Win98 on my second computer. I did a clean install of Windows 2000 and not had a problem since.
