Windows XP screensaver not activating

Recently I noticed that my screensaver is not coming on after the allotted time when system is left on. I have it set for 10 minutes and for some reason it is just not engaging.

Any fix for this appears all settings are correct. I do not wanna format just for this

Check to see what programs are running in the background. Usually it's caused by some type of program starting and keeping the screen saver from coming on. Go to windows task manager and end programs one at a time till you find the one responsible. I know, it's tedious but effective.
