A friend has a new broadband connection and has no problem with general browsing...however.

If you try to log in to anything secure (like hotmail or online banking) you get the "page cannot be displayed" error.

However, internet forums like this are no problem.

I tried changing hissecurity settings but it made no difference. Disabled firewall...no difference.

Any suggestions?
 
Have you tried a different browser, such as Firefox? I have seen this before, and it was caused by Spyware that infected the system and when it was removed, secure sites wouldnt work. I would try a different browser.
 
Check the Internet Properties under Tools menu, Advanced tab. Scroll to the bottom and make sure use SSL 2.0 & SSL 3.0 is ticked.
