Now I have heard of all kinds of stuff to do to your card besides overclock it. Examples like flashing, unlocking pipes, shaders etc.
Well I don't have much knowlege on rivaturner and the 5500fx pci. Can anything(besides overclocking) be done to improve the cards preformance?

Yeah throw it away and go get a "good" video card. :) J/K, I don't think your gonna get much better performance than you have right now with that card. If you can scrape up the money, the 9800pro can be had from our classifieds for $100 shipped to your door. It is a waaay better option than what you have right now.
