So I need to format my C: partition, but I can't do that from windows of course. What I need is a bootable floppy that can format the C: in NTFS. I can't use the windows CD because it will start install right after format, and I need a completely clean drive. Are there any (maybe free?) programs out there that would let me do this?

Just do the format off of the Windows CD and shut off the computer when it finishes the format and before the files start copying. I have done it in the past this way. Why do you need to format is anyway? New install?

PN, b83 gave me this advice months back and it worked. when you get to the point where windows asks you to make paritition sizes and you finish. just turn your pc off. or if your formatting the drive, continue with the process.

I used to use ranish to create and manipulate partitions, but it does not have NTFS support. Now I just use my winXPE cd and uset he windows utilities (booted from a LiveCD) to manipulate the drives anyway I would like : )

You can just use the recovery console, PRESS "R", & format from there using the Windows XP install CD.
