If I am correct I think he uses powerstrip (and it works in XP), thought I read somewhere .... thought it may help you but he is the one who knows for sure

i tried radeon tweaker in xp and it didnt like it, caused major artifacts if i moved the oc slider even 1mhz. of course it could have been the drivers i was using, im using the latest ones from max reboot right now. but im using power strip and i like it better anyways, does the job well. i finished modding my card last night(ill up pics soon) and im at 246/246 right now.....perfectly stable, but i havent tried any higher yet either so who knows........

Yea it wasn't working for me either so I thought I'd ask.

I hate Powerstrip, but I geuss I don't have a choice. And nice overclock!
