What kind of router are you using? And be sure that the windows firewall is disabled.

im using a westell 327w. well i was able to change my port forwarding settings to 6881-6889, which allowed me to pass the NAT/Firewall test and also get a green smiley face on azureus. however, my download speeds are still very slow! whats going on...gah
edit: isnt it unsafe to turn off my firewall?

You have a firewall with your router, no? The windows firewall isn't very good anyway.
Believe me, it's a slow process! It will get faster, as the download progresses. You probably wont see anything higher than 85kb/s though.

hmm im not sure as to how im supposed to turn off the windows firewall with windows 2000. by the way, 85 kbs sounds amazing. i get a steady 5-8kbs.

If your downloading now there's no need to disable the windows firewall. I assumed your router had a firewall and a lot of people make the mistake of running both windows firewall and the router's firewall together, that can create some conflict with port forwarding. If you've got the happy green face your good to go.

There is no "built-in" firewall in win2000 like there is with XP.
Your only going to download as fast as people upload. If your on a small torrent with say, less than 25 peers, you might not see very fast down speeds. I've been on torrents with 1000+ people and it's possible to get 400kb+ down. (whatever your connection is limited to)
If win2k doesn't have a firewall then that's good. If you have port-forwarding setup on your router correctly, and your getting a fairly consistent green-smiley in Azureus, that's pretty much all you can do. (besides try and seed a little more to increase down speed)

If Azureus is showing green then you are accepting inbound connections now and are now handling many more connections beacuse of it. In the Azureus preferences there are settings to limit how many connections per second as well as max (per torrent and total).
Also, how fast is your connection and what up/down did you cap Azureus to?
