Gig-O-Ram

This isn't going to happen now, but when I'm done with my "MegaRig" Gaming Build/Case Mod, I am going to do some upgrades/changes to my wife's rig.
In her case, the emphasis for her rig is going to being for video editing. At this point, she has a 64MB GeForce4 MX 4000 video card on a VIA board with a 2.8 Ghz P4 with 512MB RAM. I plan to double her system memory, upgrade her cpu (she's not into the idea of overclocking, btw) and probably upgrade her board.
The question is this: For video editing capability, should I get her a straight video card that has all the graphics features (like a GF or ATI card) and also has TV tuner inputs, or should I get a card that is specifically designed with video capturing in mind?
This is just for future reference. Thank you for any input.
