Best TV Antenna or reciever?(Broadcast)

Hey guys, not sure if anyone might know but my mother is looking for something to pickup broadcast tv in her appartment(on 3rd flr) she lives in town but she got a $20 non amplified cheap walmart one and she says the picture is all fuzzy. I was thinking something amplified anyone know something good?
