they can but it depends on which models you are talking about. I believe they are accurate in their dba rating advertised.

Literally, this GHE is louder than anything I've ever heard outside an airport. And, oh my goodness, the whining... :bang head

Some like this one are deafening (65db), others are very quiet. Sidewinder has a good chart on the deltas including air flow and dbs.

The low speed fans are quiet for the amount of air they move. Yes, Know Nuttin is correct, what they rate it at is what you get. Also, be aware that the noise of smaller fans (80mm) may be rated less but the frequency of the noise can be more annoying.
