I need something that will make my vid card lie flat aka paralell to the mobo. PLEASE HELP.

I have never heard of such a thing. Why would you need it? It might be cheaper to ge a bigger case if that's the issue.

Oh, I see. Years ago they made desktop computer cases that had the video card mounted sideways to save space, but this was part of the motherboard design. Outside of laptops I don't think they make anything like that any more.

90° AGP risers exist, where to get them I don't know, but I know for sure people have made them. Captain Slug would be the guy to talk to about this.... he can fit a computer into some very tight spaces.
