P5GD2-X, CPU fan control issues

I just put together a new system last night with a P5GD2-X Board and a GIGABYTE GH-ED521-MF CPU fan http://www.newegg.com/Product/Product.asp?Item=N82E16835128008

This fan has a PCI slot external speed control on it, but also has a setting on it to be motherboard controlled. However when I set it to motherboard controlled it is way loud and sounds to me like it is spinning much faster than necessary. The CPU temp is at about 43C. Any ideas what could be my issue here?
