After a bit of Googling:
http://www.techpowerup.com/articles/overclocking/vidcard/127 (Go to page 4)
After you figure out if the card is unlockable, you can probably flash with a standard X800XT BIOS. But I'm sure there are a few "Unlocked X800GTO" BIOS floating around, if you want to be safe.
I forgot to mention that the unlockable rate of the X800GTO is not 100%, but the chance of unlocking is much higher for the Connect3D X800GTO cards. The article I linked to reports 67 cards successfully unlocked, and 6 unsuccessful attempts. That's a ~92% success rate.

Whats the diff between a GTO and a GTO2?
Did the regular GTO not make the cut for a GTO2 if so that seems like it lessens the chances of getting to a xt.
I am also lost in the ATI numbering game. where does the 800 fall in the line and compare to a nvidia.

The GTO˛ is not really a new line of ATI cards in the 800/850 series. It's just the name given by Sapphire for their limited edition X800GTO.

The difference is that all GTO˛s will unlock to 16 pipelines, and very rare for any GTO to unlock to 16 pipelines, where that rare occasion is the Connect3D branded ones. The Connect3D ones come with 3 different cores, so if you're not unlucky, you may be able to unlock it.

As for where the 800s fall in line with comparison to nVidia:

ATI Radeon X800 Pro <--> nVidia GeForce 6800 NU
ATI Radeon X800 XT <--> nVidia GeForce 6800 GT
ATI Radeon X800 XT PE <--> nVidia GeForce 6800 Ultra

The X850 is just a minor upgrade in comparison to the X800s, so you can do the same with those series cards.

Then comes this (I know you didn't ask, but while we're at it):

ATI Radeon X1800 XL <--> nVidia GeForce 7800 GT
ATI Radeon X1800 XT <--> nVidia GeForce 7800 GTX

Anyone know if any AGP variants unlock?
Good question, but I doubt most of them do. Seeing as how there aren't any Connect3D branded ones AFAIK.
