installshields websites advice is ****... never worked.

Is this in the context of trying to install an application program of some sort? Or while installing Windows?

Look through the Registry (carefully) and see if there are any skeletons of the application you're trying to install in there. InstallShield tends to misbehave when there are. (Among other things that make installshield misbehave, of course.)

I'm confused by your problem.

If you are trying to install an application and it is giving you that error, try redownloading the application. If it is on CD, try wiping off the CD and making sure there arent any huge scratches on it. Sometimes errors like this occur because of file corruption.
