Re-edit: so maybe it will help someone one day

I wanted to update my display driver so booted up in safe mode removed my current drivers then rebooted again in safe mode ran driver cleaner did the usual stuff then for the first time I ran cab cleaner

I rebooted in safe mode tried to install my drivers but it wouldn't let me I then booted up in normal mode and it was all weird nothing was showing in device manager and I had no printer installed couldn't install my display drivers.

FIX:

I just went into control panel and then administrative tools/ services set everything to start automatically and then I rebooted and everything was working great then I just used sisoftware Sandra 05 the free one and ran performace tune up test and it showed me which services were unnecessary and that was it.
