Im building a new pc in january, and im using this case:

but the cooling sucks. i want to upgrade all heatsinks and fans of all components, and get two intake, and three exhaust fans. Is a 400w PSU good enough? could you give this newbie some pointers on good PSUs?

I like either the dual fan Enermax or Antec power supplies. I'd think a 400 watter should work great for you.

I highly recommend HEC PSU's as they are a quality product, although so are Enermax and Antec psu's....Always compare the amperage on the 12v line when ultimatly making your decision.
Added this:
Since your using the Yeong Yang Technologies YY0221B Server case having a dual fan PSU would be pointless as the PSU rests in the lower portion of the case.

You could mount a dual-fan PSU there, with some modding. It looks like that plate where the PSU goes is detachable and has symmetrically placed screws, so you could rotate it 180 degrees. Then just slap the PSU there with the inner fan pointing up.
That aluminum PSU looks good, but who looks at a PSU unless the case has a window? Anyway, it'll propably run a bit cooler than a normal PSU with steel(?) casing.
I noticed that it's a very expensive PSU too, so the benefits aren't worth the cost, IMHO. I'd recommend using Enermax EG465P-VE (the 430W one). I'm using one and have only one complaint about it, the 5V line. I'm running all my case fans (4x80mm, 1x120mm & 1 centrifugal) off the 5V line and it's at 4.91V now. Rised to 4.93V by switching fans to 12V, just checked. vCore is derived from the 5V line (I think), so I think that drops it for me (core @ 1.92v).

From the pictures it looks like you can cover the holes that separate the MB side from the PSU/Drive bay side. If that's the case you could virtually eliminate the PSU as a source of heat.
i also have a HEC 350w for my computer parts, and a 300w generic for a peltier, and my case fans. the HEC is great, it powers a cdrw, dvd, and 6 ata100/7200rpm hds, and the mb, it was only $45 +s/h if you look around for it.

Enermax Dual Fans are great! I had one in my 1.2 machine and then I took it out to mod a 300W Mercury PSU I had lying around, I have to say that the enermax still works better for cooling than my modded PSU!
