It's not just being a college student(although you can get an educational discount), this is a special discount available to students on several of the larger universities around the country.

Furthermore, they typically get the discount because the University has paid for a special licensing agreement with Microsoft.

Yeah actually, the head of the CS dept here at my college just sent our enrollment in that program this morning.... :)
I talked to him this morning, hopefully students will be able to purchase WinXP and office, in addition to some programming tools. This makes me happy :)
