The GIMP is great for image editing, I don't know what it will do for you with animated stuff, but I made my quality avatar on it. ;)

The Gimp really is good...it has at least most of the features of Photoshop (been a while since I've used it...), and I wouldn't really be too surprised if it came with an animated gif editor. :)

GIMP is the best image editor, but I don't think it does aniomation. Maybe draw each frame in Linux, then animate it in Windows?

If you got a hold of the GIMP source code, you could modify it to use the Windows GUI and toolkit rather than X and the ... GNOME toolkit, cant remember the name.
