As it says, i want a proggy that can limit bandwidth by IP, starting with Free ones, and then, maybe the next best one
EDIT- Reason being, i want to give myself more bandwidth, coz i play Battlefield, over my little bro, who plays Neopets/Gunbound/Runescape etc etc :p
The only thing that comes to mind is to build a linux router/firewall out of old computer parts and use "iptables". It isn't a trivial thing, but it'll get the packet shaping that you wanted.

What is iptables and does it work with WINXP?
iptables is a hardcore firewall program for linux. lots of linuxheads use a linuxbox as a router & firewall for their networks, with iptables doing all the routing/blocking/packet shaping. afaik, iptables won't work with winxp, and i'm not aware of an iptables clone for windows.
if you're really serious about packet shaping, you could always join the linux darkside... :D

Could try netlimiter. It seems to work well for me. I think it has a network option also so that would help you. Basically it shows what bandwith the programs are using, and allows you to lower the rate they can use. Also shows things like how much bandwith each program has used in X amount of time.
