"Command rate - is the delay (in clock cycles) between when chip select is asserted (i.e. the RAM is selected) and commands (i.e. Activate Row) can be issued to the RAM. Typical values are 1T (one clock cycle) and 2T (two clock cycles)."
Thats straight from the Memory: Basics, Tweaking & Overclocking (http://www.ocforums.com/showthread.php?t=257741) sticky. Hope that helps mate.

1T is the configuration when you have 2 sticks of ram or less. If you have more then two sticks, like 3 or 4 sticks, then it'll force you to run at 2T configuration to be stable. In skt939 boards, 2T can have a pretty big performance hit, but in the older skt754, 2T was more preferred for stability.
Examples of 1T is 2x512MB, 2x1GB, or 2x2GB (if possible).
Examples of 2T is 3x256MB, 3x512MB, 3x1GB, etc.
With 2x1GB you should do fine.
