It is normally quieter than having air cooling,
Due to less fans.

I cannot give you an exact Decibel rating because,
it all depends on the watter-cooling setup you
use.

from my understanding, if done right, it CAN be nearly silent... all you should hear is the air blowing across the radiator, and a slight hum of the pump (which is very slight).
